Delhi Court Fines Surgeon ₹2,000 for Disrupting Proceedings with Rice-Throwing Incident

A trial court in Tis Hazari, Delhi, imposed a fine of ₹2,000 on a surgeon, Dr. Chander Vibhas, after he disrupted court proceedings by allegedly throwing rice on the courtroom floor. The unusual incident took place on August 11, 2025, and caused a delay of nearly 20 minutes.

Incident Linked to “Black Magic” Suspicions

According to the court’s order, Dr. Vibhas, who is facing a murder trial, intentionally scattered rice during the hearing. Lawyers present in the courtroom grew hesitant to approach the dais, suspecting that the act might be linked to black magic practices.

Judge Shefali Barnala Tandon expressed shock over the surgeon’s conduct, emphasizing that such behavior was unexpected from an educated professional belonging to the medical community. The judge held that the act amounted to an intentional interruption of judicial proceedings, a punishable offense under Section 267 of the Bharatiya Nyaya Sanhita (BNS), 2023.

Court’s Response and Immediate Action

Following the incident, the court ordered Dr. Vibhas to collect the rice himself. A sweeper was later summoned to clean the remaining grains, leading to a temporary halt in proceedings.

When questioned, the surgeon claimed that the rice had accidentally slipped from his hands. However, the court noted contradictions in his statements, as he was unable to explain why he had carried rice into the courtroom.

Interestingly, staff members recalled a similar incident on August 2, when rice was also found on the courtroom floor during his appearance. While Dr. Vibhas claimed he attended virtually that day, court records confirmed his physical presence.

Accused Apologizes, Court Issues Sentence

Acknowledging his actions, the surgeon eventually apologized and admitted that he had been misguided by others. His lawyer assured the court that such behavior would not be repeated and requested leniency.

Taking into account his apology and expressed remorse, the court sentenced him to imprisonment till the rising of the court and ordered him to deposit a fine of ₹2,000 with the State.

Upholding the Dignity of the Courtroom

Judge Tandon highlighted the need to preserve the dignity and sanctity of the courtroom, stressing that any act of disrespect or obstruction sends a negative public message.

The court noted:

  • Judicial spaces must remain free from harassment and disruption.
  • Section 267 of BNS ensures smooth functioning of court proceedings.
  • Allowing such behavior unchecked could erode the authority of the legal system.

The judgment reaffirmed that acts undermining the court’s authority will not be tolerated.
